For nearly two weeks, the Reflecting Pool on the National Mall has looked like it’s been overtaken—algae blooms growing across the water and its newly applied blue paint beginning to peel.

President Donald Trump, watching the damage unfold, has framed the disruption as something darker than ordinary maintenance trouble. In posts on Truth Social. he claimed vandals had poured an unknown chemical into the pool to “try to destroy and demean our beautiful work. ” and he said law enforcement was moving quickly to hold people accountable.

But the evidence available so far sits uneasily beside a basic fact: algae problems in the Reflecting Pool are not new, and historical records point to the issue recurring for decades—sometimes almost as soon as the pool is reopened.

Trump’s “vandalism” claims start with a chemical allegation

On June 19, Trump posted on Truth Social without providing evidence that vandals had poured an unknown chemical into the Reflecting Pool. He said it was meant to “try to destroy and demean our beautiful work.”

In the same post. he said his administration had worked to “clean. renovate. and beautified over 45 Monuments and Memorials. 28 Statues and 22 Fountains in Washington. D.C.” and added: “However. we’ve had some real problems with Vandalism at the beautiful Reflecting Pool. which sits between The Washington Monument and The Lincoln Memorial.”.

A day later, Trump doubled down on arrests. On June 20, he wrote on Truth Social that the vandals “should be dealt with accordingly” and said “many additional people have been arrested” in connection to the “disgraceful Vandalism of our beautiful Reflecting Pool.”

Then on June 21. after saying he had personally visited the Reflecting Pool. Trump described it as “seriously vandalized” and called those allegedly responsible “sick. deranged people.” In that post. he wrote: “Work will begin immediately on fixing the seriously vandalized Reflecting Pool. I just inspected it… WOW… SICK, DERANGED PEOPLE!. We will fix it?”.

What the public knows about at least one arrest

As of June 21, the identity of one person arrested in connection with the Reflecting Pool emerged: David Hearn, a former Olympic canoeist.

Hearn was arrested by U.S. Park Police on June 19 and charged with misdemeanor destruction of government property, according to the Washington Post’s initial reporting. Hearn did not immediately return a request to speak on June 21.

Hearn told the Washington Post that he reached into the Reflecting Pool and was able to “grab” the end of a “flapping piece,” but did not remove it.

“I didn’t vandalize anything,” the 67-year-old told the outlet. “I didn’t destroy or break or peel anything. By the time I realized what was going on, I was being put in handcuffs.”

Beyond Hearn, it remains unclear who else has been arrested and what charges, if any, those cases involve. Trump has said law enforcement is investigating.

U.S. Park Police did not respond to a request for comment about what they know about the arrests. D.C. Metro Police directed questions to U.S. Park Police. The office of DC Mayor Muriel Bowser declined to comment on the alleged arrests.

What prosecutors and police say about possible charges

The U.S. Attorney for the District of Columbia, Jeanine Pirro, offered a broad statement about consequences.

Speaking to Peter Doocy on Fox News’ “Sunday Briefing,” Pirro said: “anyone who is in a position of vandalizing or attempting to vandalize the Reflecting Pool will face the criminal justice system in DC.”

Pirro stopped short of saying anyone had been arrested, but she said “several citations have been issued” related to the Reflecting Pool and that those citations will be prosecuted “to the full extent.”

A Reuters photographer captured a U.S. Park Police officer issuing a citation to a 17-year-old who allegedly took a piece of paint from the pool.

Pirro added: “If there are more serious products that are put into the Reflecting Pool to create more algae or a bigger problem, then we’ll consider more charges.”

A long-running algae problem complicates the vandalism narrative

Trump’s insistence that the problems are the work of vandals lands in a reality where the algae may be something else.

Algae blooms in the Reflecting Pool are described as recurring for decades, including possibly for much of the pool’s existence. Historical records show algae has been a repeated issue.

After a $34 million renovation in 2012, the water turned into an “icky sea of algae” about a week after the pool was filled, with workers reportedly seen skimming the surface of the pool in the end nearest the World War II Memorial.

The Department of the Interior previously provided a statement, saying algae blooms have plagued “every pool reopening since 1922,” according to the text provided to reporters.

The contradiction in what the public is asked to believe is hard to miss: Trump is describing deliberate wrongdoing after a $16 million renovation, while the underlying biological problem—algae—has a history that stretches back more than a century.

The picture that emerges is both legal and visual. Some people have been cited, and at least one person, David Hearn, has been arrested. Yet the available record also points to a pool that has repeatedly developed algae blooms after reopening. which means the dispute isn’t just about what people may have done this time—it’s about what counts as proof that the most recent outbreak was caused by human interference rather than nature.
