At a joint press conference, Modi said discussions were progressing on India’s special economic package for Seychelles worth $175 million. The package was announced during Herminie’s visit to India earlier this year. Under the initiative. For Modi, the money and the projects were tied to a broader strategy for the sea lanes. He spoke about ensuring maritime security alongside economic prosperity across the Indian Ocean, adding that the shared goal is to “make the Indian Ocean an Ocean of Opportunity.”

“We believe the Indian Ocean is our shared home. Its security, sustainability and prosperity are our shared responsibility,” he said.

Later in the day, Modi became the first Indian prime minister to address the National Assembly of Seychelles—an appearance that underscored the symbolic weight of the visit, not just the practical agenda.

Seychelles also marked the day with an honor. The country conferred the title “Guardian of the Blue Horizon” on Modi. In a post on X. Modi accepted the recognition and said he dedicated it to countries “that are fighting the challenge of climate change” and treating environmental protection as a responsibility toward future generations. He called climate change “a pressing challenge” that “we have to overcome together.”.

Even with the separate milestones—bilateral talks. a proposed package of $175 million. and a first-time address to the National Assembly—the thread ran straight through: economic cooperation framed as part of a shared approach to the Indian Ocean’s security and sustainability.   2. I swear Seychelles always gets some big money visits. Housing, transport, skills… and then defense. Like which one is the real reason.

  3. Guardian of the Blue Horizon?? Isn’t that like a military thing or a navy award or whatever. Also climate change “dedication” sounds PR-ish. If it’s about sea lanes security, why not just say that.

  4. 175 million sounds small compared to what the US spends on oceans stuff, so I’m confused. Like is this money going to Seychelles schools or is it for Indian ships to patrol? The article said “make the Indian Ocean an Ocean of Opportunity” and I don’t even know what that means. Also he addressed their National Assembly, so is that basically the same as Congress? I don’t get it.
