Trump pegged – Trump estimated the Lincoln Memorial Reflecting Pool renovation would cost $2 million. Contract records show federal work had already been awarded for far more before his public estimate—then payments rose further after he said the job was finished.
By the time President Donald Trump told the country he’d paid attention to “American flag blue” and promised the Lincoln Memorial Reflecting Pool would be fixed for $2 million, the federal government had already committed millions more to the same project.
On April 23. during an event at the Oval Office. Trump described the pool as “filthy. dirty” and “leaking like a sieve.” He said he’d asked a contractor to choose the color for the bottom of the pool—“American flag blue”—and estimated the cost at $1.5 million. saying the work would last “30. 40. 50 years.”.
The next day, April 24, he adjusted the estimate to $2 million and said the work would be done in “one week” in a Truth Social post. But federal contract data shows that before Trump first announced the project, the government was already moving toward expensive repairs.
Nearly a month earlier. on April 3—20 days before Trump publicly set the $1.5 million figure—a company named Atlantic Industrial Coatings had already been contracted for nearly $6.9 million to take on the project. Green Water Solutions, an Ohio-based company, had also been awarded a no-bid contract for over $1.7 million.
When asked to explain why Trump’s quoted price was so much less than the $8.5 million-plus in contracts that had already been awarded, the White House and the Interior Department did not directly answer the discrepancy.
White House spokeswoman Taylor Rogers said the president “generously spearheaded the restoration of the Lincoln Memorial Reflecting Pool — which has been plagued with algae and leaked 16 million gallons of water per year — to permanently fix the botched Obama ‘repairs.’” She added: “Today. the Reflecting Pool is crystal clear and is reflecting perfectly.”.
Payments to Atlantic Industrial continued even after Trump put a finish line on the calendar. Records show that on May 8, Atlantic Industrial received $6,218,381, and on June 3 it was given $1,086,576.
Trump announced the project was complete on June 6. The pool was refilled with water during the week of June 8.
But within days, the pool’s troubles returned. Algae blooms turned the water green, algae had again become visible at a site where the problem has recurred for decades, and pieces of the new blue paint began peeling up from the bottom.
As those failures resurfaced, additional payments were authorized. On June 15, Atlantic Industrial Coatings was awarded an additional $461,044, bringing the total project cost to over $16 million.
The National Park Service also took steps of its own. To kill aggressive, recurring algae blooms in the 6.75-million-gallon capacity pool, the National Park Service began pouring hydrogen peroxide into the Lincoln Memorial Reflecting Pool.
As the algae and peeling paint drew attention, Trump increasingly blamed outside interference rather than the project’s performance. Over the last week, he blamed vandalism for both the algae and the peeling paint despite the pool’s history of algae problems.
On June 22, Trump said “Somebody had put fertilizer in the water to create algae.” He also claimed vandals had “very violently” cut a “350-foot slit from one end to the other” in the pool, causing the paint to peel.
In a separate legal fight earlier in the process, the Cultural Landscape Foundation filed a May lawsuit against the Department of the Interior aimed at stopping the project.
The National Park Service later referenced damage claims in court filings. Frank Lands. deputy director of operations at the National Park Service. stated in a court document that a cut had been made with a “sharp knife.” In a June 24 filing. Lands said: “On June 9. 2026. after the rehabilitation project was substantially complete. the U.S. Park Police responded to an NPS report of damage to the Reflecting Pool. including a cut in the caulk over the Reflecting Pool’s foam sealant that was cut with a sharp knife or razor and destruction of delaminating surface material.”.
The picture that emerges from the timeline is stark: Trump’s public cost estimates of $1.5 million on April 23 and $2 million the next day arrived while federal contracts already totaled $8.5 million-plus from work awarded before his announcement. And after Trump said the project was complete on June 6. additional payments pushed the project total to over $16 million as algae returned and paint peeled.
For the pool at the Lincoln Memorial—one with a 6.75-million-gallon capacity and long plagued by algae—what started as an announcement about speed and cost has turned into a question Americans can’t unsee: how much the government had already committed when the president made his price promises. and what happens when those promises collide with reality on the ground.
