Speaker Pro Tempore Brian Patrick Kennedy of the Rhode Island House of Representatives spoke about the paperwork gap, saying he had been in touch with the town manager. The town manager confirmed that nothing had been filed in the town hall before it closed for the Juneteenth holiday.

The likely operational hurdle would be parking. which could be addressed by shuttling guests from downtown and using municipal parking lots.
