In some cities. drivers may go more than a decade before experiencing a collision serious enough to generate an insurance property-damage claim. In others, that gap is far shorter.
Allstate’s 2026 America’s Best Drivers Report. using insurance claims data to estimate crash frequency. ranks the 200 safest and most dangerous driving cities. It arrives after the National Highway Traffic Safety Administration estimated 36,640 traffic fatalities in the United States over the past year.
Brownsville, Texas—home to SpaceX’s Starbase—holds the No. 1 spot again. For the second consecutive year, drivers there average nearly 15 years between collisions. At the other end of the list, Boston, Massachusetts remains No. 200 and is the most collision-prone city, where drivers crash far more frequently than in any other place surveyed.
The report also shows a wide regional divide. Texas and several Western cities dominate the safest rankings, while the Northeast appears heavily grouped among the riskiest cities. It also signals that movement can happen quickly from year to year. pointing to shifts in traffic patterns. congestion and driver behavior.

The “average years between collisions” measure underpins the rankings. It estimates how long a driver in each city goes between crashes that lead to property damage claims. In general, higher numbers mean safer driving conditions, while lower numbers point to a higher likelihood of collisions.
How Allstate builds the ranking
The 2026 America’s Best Drivers Report evaluates the 200 most populous U.S. cities using property damage auto claims filed with Allstate over a two-year period from January 2023 through December 2024. Cities are then ranked based on how frequently drivers are involved in crashes that result in claims.
Allstate also compares city results against a national benchmark to show whether a city is above or below the U.S. average risk level.
The data has limits—important ones
The rankings are based specifically on property damage claims, not every type of auto insurance claim equally. Michigan results are included but may not be directly comparable because Michigan’s no-fault insurance system allows auto insurance policies to cover medical expenses. lost wages and other accident-related needs regardless of who caused the accident.
The report also emphasizes that these rankings are not used to determine individual insurance rates. Instead, they are designed to highlight broad driving safety trends and encourage awareness of behaviors that may reduce crash risk.
To add behavioral context. the report includes supplemental insights from Drivewise. a feature in the Allstate mobile app that tracks driving behaviors such as speeding. hard braking. phone use. and nighttime driving. These behavioral metrics are aggregated and anonymized, and they are not used to determine rankings.
What stands out in the numbers is the gap between places that can feel geographically close but behave differently on the road. Allstate’s framework captures that difference in a way drivers can grasp quickly: time between collisions can stretch out to nearly 15 years in Brownsville. while in Boston it’s the shortest in the country.
With traffic risk shaped by congestion. traffic patterns and driver behavior—and with the report pointing to major year-over-year movement—any city’s standing can shift. The rankings don’t change the basic reality of road safety: the safest routes are built less by luck than by consistent driving habits and attention. especially when the summer heat makes every delay feel longer.
