Windsor to cut build fees 70% for millions in projects

Road improvements to 9th Concession from Cabana Road East to Baseline Road, including the construction of collector roads and a water retention pond needed for the new Fanscy Family Hospital project. The project costs $44,200,000, and the city is seeking $31,504,500. Upgrades to Howard Avenue from Kenilworth Drive to Cabana Road East, including new sidewalks, a multi-use pathway, storm sewer, sanitary sewer, water main, and street lighting. The project costs $31,390,000, and the city is seeking $5,415,588. Upgrades to 6th Concession, including roadwork and street
lighting from south of Provincial Road to Socrates Crescent, as well as storm sewer, water main, and new trail infrastructure from south of Provincial Road to north of Dougall Parkway, and sanitary sewers from Socrates Crescent to north of Dougall Parkway. The project costs $15,630,000, and the city is seeking $4,353,750. The Ojibway storm trunk sewer from St. Clair Avenue to Roxborough Boulevard and California Avenue to Betts Avenue. The project also includes road reconstruction, sidewalks and street lighting. The project costs $15,480,000, and the
city is seeking $149,622. Upgrades to Cabana at Lauzon Parkway, including transforming the two-lane rural cross section into a five-lane urban cross section, and improving sidewalk, drainage, storm sewer, sanitary sewer, water main, street lighting, and traffic signal infrastructure. The project costs $16,100,000, and the city is seeking $8,471,250.

So they’re cutting build fees 70% but still asking for like… tens of millions? Sounds like a loophole.
Wait I thought build fees were supposed to help pay for roads, not like half the math is missing. Also Fanscy Family Hospital?? who names these projects lol.
The part about the Ojibway storm trunk sewer only asking $149,622 is wild, like they already fixed it and just needed paperwork. But 70% off build fees means residents still get stuck with the bill later I bet.
Howard Avenue sounds like it’s getting everything except my patience. Multi-use pathway, storm sewer, sanitary sewer, water main, street lighting… then they say they’re seeking $5.4M like that’s normal. Cutting fees 70% for millions of projects just feels like Windsor is doing whatever it wants again.
