A cruise can feel like a world away from everyday rules—until a passenger says a stranger crossed the line in secret.
On June 7. authorities responded at Port Everglades after the incident was reported to police by Royal Caribbean’s Allure of the Seas. The woman at the center of the allegation said a fellow passenger. 25-year-old Matthew Stilwell. tried to photograph beneath her dress without her consent. and court documents connected her claim to CCTV footage.
According to an affidavit from the Broward County Sheriff’s Office, the woman reported that Stilwell used his cell phone to attempt invasive photos beneath her clothes three separate times. The affidavit says it happened after he followed her into an onboard gift shop on May 31.
Stilwell was charged with three counts of video voyeurism. Court records did not list an attorney for him.
Royal Caribbean Group—the cruise line’s parent company—did not immediately respond to a request for comment.
The woman’s identity was redacted. Authorities also noted that the ship was sailing an Eastern Caribbean cruise that departed from Fort Lauderdale on May 30, according to CruiseMapper.
The affidavit says CCTV footage corroborated the woman’s account. With the charges tied to multiple alleged attempts, the case centers on whether the surveillance matched her timeline and whether investigators can show the phone actions were aimed at recording under her clothes.
At this point, the situation remains a criminal case with the victim’s details kept out of public filings, and Stilwell facing three counts of video voyeurism as the matter moves forward through the court system.
