Powerball reaches $360M cash value; June 29 numbers

The rules don’t change the stakes: Powerball tickets cost $2 per play and are sold in 45 states, the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. In some states, tickets can be bought online depending on local jurisdiction.
To play, you pick six numbers. Five are white balls numbered 1 to 69, and the red Powerball ranges from 1 to 26. Players can also add “Power Play” for $1, which increases winnings for all non-jackpot prizes. The Power Play multiplier can be 2X, 3X, 4X, 5X, or 10X.
If you want the computer to choose, “Quick Pick” is available. To win the jackpot, players must match all five white balls in any order and the red Powerball.
Powerball drawings are held Monday, Wednesday, and Saturday nights. If no one wins the jackpot, the cash prize keeps ticking up.

I saw 10 14 41 53 59 and Powerball 3… gonna check my scratcher even though it says Powerball lol. Cash value is like half right? So $163.8 is what you actually get, not the $360?
So two people won $2 million in Arizona and Tennessee but nobody hit the jackpot Saturday… feels like the numbers are basically the same every time. Also how is it $360M but cash is only $163M, somebody pocketing the rest?
Wait it says tickets are $2 but Power Play is $1, so if you don’t add it you still get the same prizes just not the jackpot? And it says citizenship doesn’t matter—so like if a tourist buys it they can win too? That seems wild. I always thought you had to be a citizen and like 21 or something.
