Kazakhstan diesel fuel output rises 116% in 2025, says energy ministry

Misryoum reports that the Ministry of Energy published a 2025 report related to the development concept for the oil refining sector covering 2025–2040. The document links the year’s results to supply management, steady refinery operations, and measures aimed at curbing illegal exports of fuel.
A key figure in the report is the increase in diesel fuel production: by the end of 2025, output of diesel rose by 116%. The ministry also said that aviation fuel and other products adjusted as the mix of what refineries produced shifted toward higher demand items.
Meanwhile, the ministry described the overall end-2025 situation as stable, emphasizing continuity at domestic refineries.
In the same report, Misryoum notes that inventories of gasoline and diesel recorded a decline over the 2024 year span, before later being rebuilt during the first half of 2025.
This matters because changes in both production and inventory levels can affect how consistently fuel is available, especially in periods when prices and supply pressures can fluctuate.
The ministry also said the average depth of oil refining at three refineries increased, moving from an initial 87.4% to 90%. That shift is tied to expanding the share of “light” oil products produced from crude.
Looking ahead, the energy ministry suggested that further increases in refining depth could come from reducing output of heavier, lower-value products like fuel oil, and from capacity expansion projects at the Pavlodar and Shymkent refineries.
For consumers and businesses, those structural adjustments are significant: they can influence not only volumes, but also the mix of fuel products that reach the market.
The ministry framed its approach as a continuation of efforts to strengthen control and support stable refinery performance, aiming to keep supply conditions steady.
