The spring session in Illinois ended without passing the bill that would have laid groundwork for a new Bears stadium at the team’s in-state preference: Arlington Heights.

While the legislative clock ran out, Chicago saw a narrow opening—and moved to grab it. Mayor Brandon Johnson issued a statement arguing that the Bears should remain in the city, pointing to what Chicago says it already has in place to move a deal forward.

“Chicago continues to offer the strongest opportunity to retain the Bears,” Johnson said. “We have a publicly owned site the team has already vetted and approved. an existing sports authority with a dedicated revenue stream. and a framework for moving a deal forward. . . . I look forward to continuing to work with all stakeholders to pursue a deal that keeps the [Bears] while protecting property taxpayers.”.

The Bears have repeatedly said their stadium options are Arlington Heights and Hammond, Indiana. With Arlington Heights still not moving from the legislative phase—and Hammond. Indiana seemingly remaining part of the pressure to secure a stadium in Illinois—Johnson’s message lands as a direct attempt to reset the discussion.

If Arlington Heights never materializes as a concrete option, Chicago’s pitch suggests there could be a pathway for the Bears to stay in the city—one framed around readiness, existing infrastructure, and the promise that local property taxpayers would be protected.

One thing is clear: Chicago isn’t waiting for Springfield to finish its work. It’s staking its case now, before the Bears’ patience runs thin—and before the leverage of other locations hardens into a different reality.
