President Donald Trump’s White House sent a letter Thursday to Senate Republicans with the main talking points in support of the fund. The letter frames the program as repayment to people described as victims of the “supposed weaponization of the legal system. ” following a Department of Justice announcement of the fund.
The timing is hard to miss. The fund came on the heels of Trump—along with his Trump Organization and his sons—reaching a settlement in the president’s unusual lawsuit against the IRS. It has been widely believed that the money would primarily benefit people convicted for their roles in the January 6 Capitol riot.
The one-page letter, obtained Wednesday morning by Punchbowl News reporter Andrew Desiderio, was directed to the officers of GOP senators. It lays out who it says the fund is for and how claims would work, including provisions that stress broad eligibility and voluntary participation.
The letter presents the “Anti-Weaponization Fund” as a vehicle “to hear and redress claims of Americans who suffered from lawfare and weaponization. ” defining weaponization as the use of government power to target people for “improper and unlawful” reasons. It ties the fund to a settlement described in the letter as involving “unlawfully leaking tax returns. unlawfully searching the President’s home. and improperly targeting/investigating the President.”.
It also sets out who will benefit. The letter says the fund is about seeking accountability for Americans “who were victims of lawfare and weaponization. ” listing examples that include “millions of Americans whose online speech was censored at the behest of the government. ” parents “silenced at schoolboards. ” senators “whose records were secretly subpoenaed. ” churchgoers targeted by the FBI. and others.
The letter adds several guardrails that are likely meant to blunt criticism from within Congress and beyond. It states that “submission of a claim is voluntary—nobody is required to do so. ” and says “court approval was not required.” It also says there is “no partisan restriction. ” writing that “Democrats can submit claims. too.”.
At the same time, it draws a bright line around Trump’s own side. As part of the settlement. the letter says the President. his sons. and the Trump Organization. LLC “will receive a formal apology but no monetary payment or damages of any kind.” It further states they “cannot receive any money from the Fund. either.”.
The letter also spelled out how the fund’s oversight would work. It states that members of the committee that will oversee the fund will be appointed by Attorney General Todd Blanche.
