Republican Rep. Don Bacon splits with President Donald Trump on Russia, calls White House’s ‘moral ambiguity’ on war with Ukraine ‘embarrassing’
Rep. Don Bacon, a Nebraska Republican, publicly broke with President Donald Trump over the administration’s approach to the Ukraine war, accusing the White House of creating “moral ambiguity” by not unequivocally placing responsibility for the conflict on Russia. Bacon issued the rebuke after Trump said he wanted Ukrainian President Volodymyr Zelensky to simply “end the war” following their meeting in Washington.

Bacon, one of the strongest Republican supporters of Ukraine and a retired Air Force brigadier general, criticized Trump’s remarks in a post on X on Thursday, July 30. “Moral ambiguity continues to grip the WH,” Bacon wrote. “It’s Putin who started this war and is doing the invading. Blame Putin. This is embarrassing.”

His comments came in response to Trump’s remarks to reporters on Wednesday, July 29, about his latest meeting with Zelensky.
“Look, you know, he’s out doing his thing. I’d like him to end the war. So it’s very simple. I get along with both. I get along with President Putin. I get along with President Zelensky. And like I told him, I want him to end the war. Get the war ended,” Trump said.
He added that “25,000 people died last month” and said the death toll is “not acceptable.”
“So I said, ‘Just end the war,’” Trump echoed.
Long-running disagreement with Donald Trump over Russia, Ukraine policy and NATO
Bacon’s latest criticism continues a pattern of public disagreements with Trump over Russia and NATO. The Nebraska congressman, who is not seeking reelection and will leave office in January, has repeatedly argued that the U.S. should maintain firm support for Ukraine and its allies and blame Russia for initiating and drawing out this war.
In March, he warned against what he described as a policy of appeasing Russian President Vladimir Putin and argued that any peace agreement should not reward aggression. Earlier this year, after Trump criticized Zelensky, Bacon again insisted that “Putin started this war” and rejected suggestions that Ukraine is responsible for continuing the conflict.
Beyond Ukraine, Bacon has defended NATO, criticized Trump’s remarks about acquiring Greenland as “foolish” and warned that threatening Denmark and Greenland — both U.S. allies — was damaging trust between America and Europe. He also warned that weakening post-World War II alliances would embolden authoritarian governments and voiced concern over the departure of senior military and national security officials during Trump’s second term.
White House defends Donald Trump’s approach
Responding to Newsweek on Thursday, a White House official said Trump wants to swiftly end the war because of its human toll. “The president has a humanitarian heart and wants this war settled so the senseless killing ends,” the official said. “The president and his team remain committed to continuing to play a constructive role in ending the war between Russia and Ukraine, and he remains optimistic that we’ll ultimately get a peace deal done.”
The Trump administration also defended its engagement with both Moscow and Kyiv. “The United States continues to play a constructive role in speaking to both sides in working towards bringing the war to an end,” the official said. “We are the only country in the world that can play that role.”
Ukraine war continues to rage on
Despite ongoing American diplomatic efforts, the Ukraine conflict continues to intensify as the two embattled nations keep exchanging large-scale drone and missile attacks. Earlier this week, Zelensky traveled to Washington for talks with Trump and other U.S. officials focused on military cooperation, Patriot missile production, air-defense support and possible avenues for peace negotiations. Simultaneously, Ukraine has expanded long-range strikes against targets deep inside Russian territory. Russia, meanwhile, continues to pursue its stated objective of retaining territory it claims to have annexed in Ukraine despite sanctions and mounting economic pressure.
The conflict has also become increasingly intertwined with the tensions in the Middle East, with Ukraine accusing Iran of supporting Russia’s war efforts, while Tehran has accused Kyiv of widening the conflict through attacks involving Iranian-linked assets. Recently, Ukraine launched an attack in the Caspian Sea that Kyiv said targeted Iranian vessels linked to Russian military logistics. However, Tehran framed the incident as a Ukrainian attack on Iranian commercial ships.
