OpenText is making a push into Europe’s sovereign cloud space, saying its enterprise data and AI solutions will be available on the AWS European Sovereign Cloud, a new independent cloud built for Europe.
The announcement, made Thursday, frames the move as a way for regulated European Union organizations to use AWS capabilities while still keeping sensitive data and governance anchored within EU boundaries. OpenText, which is based in Canada, says it’s expanding the reach of its hybrid sovereign cloud architecture in Europe—something it already offers in North America.
What’s actually landing on the AWS European Sovereign Cloud includes OpenText™ Content Management, OpenText™ Documentum Content Management, OpenText™ Core Application Security and OpenText™ Core Service Management. The company says these tools deliver structured, secure content management so data can be prepared for AI-powered analytics and automation—basically aiming to make information easier to use for faster, data-driven decisions.
There’s a pitch in the details too: OpenText says customers should get the same security, availability, and performance they expect from AWS. And it ties that promise to operational autonomy and data residency requirements within the European Union (EU). If you’ve worked in compliance-heavy environments, you know that “where the data lives” isn’t just a checkbox—it’s often the whole conversation. Actually, the press materials even try to sound like they’re talking directly to that concern.
In remarks included with the release, Shannon Bell—OpenText’s Chief Digital Officer and Chief Information Officer—said the company has spent years building trusted, secure content solutions for regulated industries, including FedRAMP-authorized, IRAP-assessed, and Protected B-aligned deployments. Bell added that bringing the solution to a sovereign cloud purpose-built for the European Union is meant to help customers innovate “at scale” without sacrificing control.
AWS European Sovereign Cloud, OpenText says, is a fully featured, independently operated sovereign cloud with technical controls, sovereign assurances, and legal protections. The infrastructure is entirely located within the EU and operates independently from existing Regions. Customers, the company notes, will have access to the full AWS service portfolio, along with security, availability, performance, and familiar architecture, APIs, and innovations such as the AWS Nitro System.
OpenText also says customers can begin planning their transition to the AWS European Sovereign Cloud today. A small detail stuck with me while reading—some of the phrasing emphasizes “begin planning” as if the process is already underway for at least some organizations, not just future-thinking. But beyond that, there isn’t much in the release about timelines or how quickly deployments can happen, and so the reality on the ground will depend on how each client maps their governance needs to the platform—whatever that mapping looks like in practice, and whether it goes smoothly or not.
