When federal agents moved to detain Muhammad Abdulqadir Omar earlier Thursday, the suspect didn’t go quietly. He jumped from a fourth-floor balcony to flee, federal authorities said—briefly turning the arrest attempt into a chase.

Hours later, the 32-year-old was back in custody.

FBI Director Kash Patel announced Omar’s arrest in a post on X, saying it came after an interagency press conference unveiling 15 new public healthcare fraud indictments in Minnesota. Patel wrote that Omar, who had been “on the run,” was now arrested.

Omar is charged with one count of conspiracy to commit healthcare fraud and four counts of healthcare fraud. The charges reference 18 U.S.C. § 1349 and 18 U.S.C. § 1347. Patel said the alleged conduct involved a Housing Stabilization Services company. including “fraudulent claims for services not provided” and diverting proceeds for personal benefit.

The case centers on Minnesota’s Medicaid-funded Housing Stabilization Services (HSS) program. which is designed to help vulnerable residents—including seniors and people with disabilities—secure housing and maintain independent living. Prosecutors allege Omar played a central role in a scheme that they say used false and inflated billing to obtain taxpayer money.

Court documents say Omar co-owned North Home Health Care LLC with an alleged co-conspirator and separately operated South Home Health Care LLC. Through those companies. authorities allege Omar submitted millions of dollars in false or inflated claims for services that were either never provided or exaggerated.

Federal authorities said the companies billed about $3.3 million through North Home Health Care, receiving about $3.2 million in reimbursements, while South Home Health Care generated additional payments of about $480,000.

The arrest landed in the middle of a broader federal operation targeting what officials described as tens of millions of dollars in fraudulent activity tied to multiple public programs across the state. Earlier Thursday, federal prosecutors unveiled new indictments against 15 people in healthcare fraud investigations in Minnesota.

Those schemes, authorities said, targeted publicly funded programs and totaled roughly $90 million in fraudulent claims. Prosecutors allege abuses of Medicaid-funded services—including housing programs for vulnerable residents—through claims involving falsified records and inflated services.

During the coordinated law enforcement action announced Thursday, officials said Omar fled during an attempt to arrest him. He was later apprehended hours afterward at a property linked to his business activities.

The timing sharpened the stakes. Omar’s brief escape attempt came just as federal officials were publicly pressing forward in a wider crackdown that has been unfolding for years—one that includes allegations reaching back to pandemic-era relief and public assistance programs.

In that larger investigation. the most prominent case to date involved Feeding Our Future. a nonprofit that prosecutors described as the centerpiece of what they called the largest COVID-19 fraud scheme in the country. In that case. Aimee Bock—described by prosecutors as the “mastermind”—was sentenced to more than 41 years in prison after being convicted of orchestrating a $250 million scheme that falsely claimed to provide tens of millions of meals to children.

Now, with Omar in custody and new charges filed, federal prosecutors are continuing to pursue a thread of alleged fraud that they say reached beyond food assistance and into healthcare services intended to keep vulnerable Minnesotans housed.
