Maryland AG’s office releases body camera footage of Ft. Washington Park police shooting – WTOP News
Maryland investigators released bodycam video Friday afternoon showing the moments police shot and killed Alexander Charles in Fort Washington Park on the evening of July 31. Charles was 30 years old.
Police responded after someone reported hearing gunshots and seeing a man carrying a gun near the Potomac River shoreline. Officers from Prince George’s County police and the Maryland-National Capital Park Police responded.
Anthony Delozier, a corporal who has been with the Maryland-National Capital Park Police for 15 years, shot and killed Charles, of Fort Washington, who was pronounced dead at the scene, investigators said.
The 12-minute video posted to the Independent Investigations Division’s YouTube channel includes footage from two Prince George’s County police officers who responded to the call. Delozier’s camera wasn’t turned on until after the shooting, officials said.
The incident is still under investigation.
The video shows officers encountering Charles on the banks of the Potomac River. They see what appears to be a gun in his hands and begin shouting for him to drop it. Delozier fires, striking Charles in the chest. At least one “pop” is audible in footage from both officers.
The officers then begin walking toward Charles, still shouting for him to get down. He slumps toward the water. Once they reach him, they pull him from the shallow water onto the rocky shoreline.
At first, the officers agree Charles, whose body has gone limp, will need to be airlifted from the area for treatment or transported by boat. Then, one of the them says, “He might be gone. He’s gone — he’s hit in the chest.”
One of the officers picks up what appears to be a handgun from next to Charles’ body and sets it on a nearby log. Two other officers take turns performing CPR. They continue chest compressions when the video ends.
Galvin Savoy, a spokesman for the Maryland-National Capital Park Police, acknowledged the release of the video in a statement but said the department couldn’t say much while the incident remained under review.
“Use of force incidents, especially deadly use of force, can be concerning and difficult to process,” Savoy wrote. “We remain committed to transparency and accountability throughout this investigative process.”
Delozier is on administrative leave while the investigation continues.
