VOLUSIA COUNTY, Fla. – A dog daycare owner was arrested after employees discovered a hidden camera inside a bathroom at Dog Dayz Inn near New Smyrna Beach, the Volusia Sheriff’s Office said.
Deputies responded Monday to the facility on Edgewater Canal Road after staff found a camera concealed inside an electrical outlet. Detectives then executed a search warrant and launched an investigation.
A judge set a $210,000 bond on Tuesday and appointed a public defender.
According to deputies, Donald Hemphill, 59, admitted to installing the camera four to five months ago. Multiple video files capturing women in “stages of undress” were found on his phone. One of the victims was a child.
Deputies said an image found on Hemphill’s phone led them to the outlet and the discovery of the camera.
New body camera video released by the Volusia Sheriff’s Office shows deputies detaining Hemphill while they continued investigating at the property.
“I don’t understand if I’m not under arrest,” Hemphill can be heard telling a deputy.
“That’s because we got some work to do here on the property,” the deputy responds.
“Here?” Hemphill asks.
“Yeah.”

Hemphill faces 10 counts of digital voyeurism and 11 counts of video voyeurism of a child. He is being held at the Volusia County Branch Jail with no bond.
Body camera footage showed Hemphill being taken into custody.
On Tuesday, Dog Dayz Inn posted on Facebook that the facility will remain closed until further notice, asking customers with boarded dogs to call for updates.
