Former House Democrat Admitted to Sexual Relations With Suspected Chinese Spy, FBI Docs Show

Former Rep. Eric Swalwell (D-CA), who resigned from Congress amid multiple sexual misconduct allegations, admitted to FBI agents that he had a sexual relationship with a woman suspected of ties to Chinese intelligence, according to newly declassified records.
The documents, declassified by President Donald Trump and released by the White House on Monday, detail FBI interviews with Swalwell in 2015 and 2016 concerning his relationship with Christine Fang, also known as “Fang Fang.”
According to an FBI summary of the 2015 interview, Swalwell told agents he “had physical relations with Fang on a handful of occasions,” but that the two “never dated” and “never had a romantic relationship.” The document said their last sexual encounter occurred in March 2015.
Swalwell described the relationship as “casual,” while telling investigators he believed Fang “may have wanted a more romantic relationship.”
During a subsequent interview in 2016, Swalwell recounted another encounter in which Fang showed up at his apartment after he had taken Ambien and the two “hooked up,” according to the records.
“FANG left after a couple hours. Swalwell barely remembers the event because he had taken Ambien prior to FANG arriving,” the FBI summary stated.
The records were part of a broader FBI investigation into Fang, whom agents suspected of having ties to China’s Ministry of State Security. Investigators also examined campaign contributions linked to Fang and her role in referring potential interns to Swalwell’s political operation.
The FBI ultimately found no evidence that Swalwell committed federal corruption offenses or participated in a quid pro quo arrangement, and he was removed as a subject of the investigation in 2017. The bureau did, however, find evidence that Fang violated federal election laws involving foreign-national and conduit contributions, according to the records.
The revelations come after Swalwell’s dramatic departure from both Congress and the California gubernatorial race earlier this year amid separate allegations of sexual misconduct. Multiple women accused the California Democrat of wrongdoing, including a former staffer who alleged he raped her twice — once in 2019 and once in 2024. Swalwell has denied the allegations as “false.”
Facing a House Ethics Committee investigation, a criminal probe by the Manhattan District Attorney’s Office and the prospect of an expulsion vote, Swalwell announced his resignation in April.
