During the Republican midterm convention in Dallas, Donald Trump promises Americans $5,000 payout if GOP wins

President Donald Trump pledged to give $5,000 to every adult U.S. citizen if Republicans retain control of both chambers of Congress in the November midterm elections, calling the proposed payment the “Trump Dividend.”

Speaking at the Republican National Committee’s midterm convention in Dallas, Texas, Trump said, “If the Republicans win the House of Representatives and the United States Senate, both of them … because of our tremendous strength and success economically, I will issue a dividend to every adult citizen in the United States of America for $5,000.”

“If the Republicans win, you win with us and you get $5,000,” Trump added.

Trump compared the proposed payment to a corporate cash distribution, saying it would work the way “a successful company will do a cash distribution to its shareholders.” He also said recipients would have to spend the money in the United States, adding, “We don’t want you going to Canada to spend the money. We don’t want you going to China, to Germany.”

Trump made the pledge on the first night of the GOP’s first-ever midterm convention at the American Airlines Center in Dallas. The two-day event, running September 9-10, was organized to rally Republicans behind the party’s candidates and promote the Trump administration’s record ahead of the November elections.

Speakers who preceded Trump attacked their Democratic opponents, describing them as “radicals” and “dangerous.”

Treasury Secretary Scott Bessent also addressed the convention, saying “it’s a time for choosing” ahead of the elections. He warned that a Republican defeat would lead to what he called a “socialist hellscape” while arguing that the administration’s economic policies were producing positive results.

The proposal would likely require congressional authorization, though Trump did not say whether he would seek legislation. Legal experts also said the pledge does not appear to violate federal campaign-finance laws because the proposed payment would be available to all eligible adults rather than being conditioned on an individual’s vote.

The funding mechanism remains unclear. Trump has pointed to the strength of the U.S. economy and previously promoted the idea of using tariff revenue for similar payments, but the estimated cost of the new proposal is more than $1 trillion, while the national debt recently surpassed $40 trillion.

The proposed $5,000 payment would also exceed the direct stimulus amounts available to many Americans during the COVID-19 pandemic, although the amounts paid to individuals varied based on eligibility and family circumstances.

The political backdrop

Trump has repeatedly pointed to the historical tendency of the president’s party to lose congressional seats in midterm elections and has sought to rally Republican voters ahead of November.

The pledge also recalls Elon Musk‘s efforts to influence Wisconsin’s 2025 state Supreme Court election. Musk’s America PAC offered $100 to registered voters who signed a petition opposing “activist judges,” and Musk later gave $1 million checks to three petition signers. Musk backed conservative candidate Brad Schimel in the race. In July, the Wisconsin Elections Commission found probable cause that Musk violated the state’s election-bribery law and referred complaints to a county prosecutor.

Republicans are trying to protect their narrow House majority while defending a Senate majority that has also become more competitive. Trump’s approval ratings, economic concerns and opposition to the war in Iran have created additional political challenges for the party.

The historical odds also favor the opposition party in the House. The president’s party has gained House seats in only two midterm elections in the past 80 years, in 1998 and 2002.

The pattern is less consistent in the Senate. The president’s party has gained Senate seats in several midterms, including 2018, when Republicans gained two seats under Trump.

Trump has also been under pressure from Republicans to deploy his political groups’ substantial cash reserves. MAGA Inc. had more than $403 million on hand at the end of July and Trump said that he planned to allocate $400 million to $500 million toward Republican candidates in the November elections.
