A blanket screen-time ban won’t fix what’s broken in edtech

Many parents, policymakers, and educators are worried about screens in schools. They’ve observed the positive effects of cell phone bans and are wondering how edtech might contribute to real issues, including declining attention spans and learning loss.
In my years as a superintendent, I saw plenty of edtech that should never have been sold to schools. It was bought on a vendor’s promise, with no evidence it worked. But I saw at least as many capable tools fail for a different reason: There wasn’t a plan for implementation, instructional clarity, or educator support when the “boxes” were opened.
I have seen schools hand teachers carts of devices with nothing but login instructions. I have watched principals celebrate 1:1 programs without being able to say what students would do on the devices, or how anyone would know if it was working. I have sat through board meetings where learning plainly had not improved despite the expense, and no one could explain why.
Conversely, I served as a high school principal in a district that was well ahead of the curve on technology implementation. We invested deeply in teacher professional development and changed how we taught to deliver on the outcomes we had promised. We used a defined set of technology solutions to increase engagement, enhance exposure, and differentiate based on need. However, the power was always in the hands of the classroom teacher to decide when technology was most impactful and which tools best met the needs.
I understand the concerns now driving legislatures and school boards across the country. Los Angeles Unified recently voted unanimously to ban district-issued devices in early grades, cap screen time across all grade levels, and audit every educational technology contract in the system. At least 17 states are moving legislation forward, while four states have already signed laws. Parent coalitions are showing up to board meetings with signs that read “Schools Beyond Screens.”
While frustration is warranted, broad restrictions unintentionally eliminate high-impact instructional uses together with the practices policymakers are rightly trying to address. Arbitrary time limits divorced from context don’t create balance. A 20-minute block of passive consumption is not inherently “better” than a 40-minute block of active, meaningful learning.
The question we should be asking is whether students are thinking, creating, discussing, and applying, not simply whether they are looking at a screen. A student passively scrolling through short-form videos for hours is fundamentally different from one using a simulation to explore chemical reactions, engaging in an interactive lesson that adapts to their level, or collaborating with peers on a problem that mirrors real-world challenges. Rules that treat all screens the same do not protect children from bad technology. They wind up making legitimate, effective, teacher-led instruction enabled by technology disappear.
The American Academy of Pediatrics (AAP) updated its guidance on digital media in January, and it got this right. Instead of fixed screen-time limits, the AAP calls for quality over quantity. The question isn’t how many minutes a student spends on a screen. It is whether a teacher incorporates it into instruction with a purpose and whether it is developmentally appropriate. In this model, teachers leverage real-time data and flexible content to differentiate instruction. Students actively engage with concepts through simulations, media, and creation tasks that make complex ideas tangible. That’s what active learning looks like, and evaluating whether screen time meets that standard requires informed judgment by educators, supported by the right training and tools.
The focus on quality over quantity allows room for a more nuanced conversation, including recognition of a changing workforce and evolving communities. Today’s students will work alongside tools that did not exist when they were in kindergarten. Preparing students responsibly means building the digital fluency and AI literacy to assess sources, interact with AI agents, and adapt to new jobs. That’s possible through purposeful, constructive technology use, supervised by teachers who model critical thinking and keep the focus on learning.
I work in edtech now, so let me say what the industry should be saying for itself. Too many tools have been sold on novelty, and the experiences they produced are exactly what parents are reacting to. Some vendors have overpromised on “innovation” and underinvested in teacher preparation. Pretending otherwise is how we ended up here.
The questions districts should ask before any technology purchase are simple, even when the answers are not: Is there independent evidence this tool works with students like mine, at this grade level, in this subject? Will teachers receive real pedagogical training, not just a feature tutorial? What are the specific learning outcomes, and how will the teacher know if they are being met? If district leaders cannot answer those questions, the problem isn’t the technology. It is the planning and support that should have surrounded it.
The district leaders I hear from are asking these exact questions. They are not debating whether to use technology but instead are pressing for evidence on which tools work, for which students, in which subjects. And they are worried that across-the-board bans will sweep away the instruction that does work along with the instruction that doesn’t. Lawmakers and parents are right to push for answers. So are the educators trying to get the work right.
But the answer isn’t to wall classrooms off from the technology students will be expected to use as adults. The work is harder than that: careful procurement, deep teacher preparation on the why and the how, and clear measurement of student outcomes. That kind of discipline produces edtech implementations that serve students with greater precision than broad restrictions can.
We have a real choice right now. We can let legitimate frustration push us toward blunt policies that eliminate effective tools alongside ineffective ones, or use this moment to invest in the intentional implementation and educator support that too often have been missing. The first path is easier. The second is the one that serves students and prepares them for success in a technology-rich future. Before we unplug the classroom, let’s fix what’s really broken. We are going to get exactly what we design for, or exactly what we ignore.
