The process, if it goes forward, could limit State Farm’s operations in California for months, even as families continue to navigate repairs and long-term recovery.

The department said the case stems from a market conduct exam launched earlier in 2025 after complaints from people affected by fires in communities including Pacific Palisades and Altadena.. Among the alleged failures. regulators cited shortcomings in how claims were investigated and how settlement decisions were reached. including claims that some offers were unreasonably low.

Misryoum notes that regulators also pointed to alleged problems with how the insurer handled claim denials and communications.. In the department’s description. policyholders were not always given timely responses. clear legal or factual bases for adverse decisions. or consistent support after adjusters were assigned.

The filing also highlighted allegations related to smoke damage claims, including disputed coverage for hygienic testing connected to toxins.. State Farm has denied wrongdoing in some instances and acknowledged issues in others. according to the department. which said the company’s responses are part of the record in the administrative case.

At the same time. State Farm said it has paid billions to fire victims and has outlined commitments it says it is making to improve communication and reduce handoffs.. The company’s handling of wildfire claims has been a flashpoint for policyholders. who have called for stronger oversight and. in some cases. broader regulatory action.

Misryoum adds that the dispute underscores how insurance enforcement can quickly become a public safety and consumer-protection issue after disasters, shaping not only claims outcomes but also trust in the system during recovery.

The administrative law judge overseeing the matter will review the allegations and provide a recommendation regarding potential penalties, which could include fines depending on findings. The outcome also comes as Los Angeles County continues its own investigation into the insurer.
