Most wanted person in NIR arrested in Silay manhunt

Police arrested the region’s sixth most wanted man in Silay City after warrants for statutory rape. He was detained pending legal action.

The Police Regional Office–Negros Island Region (PRO-NIR) says it has arrested the region’s sixth most wanted person after an intelligence-driven manhunt in Silay City.

PRO-NIR reported that the arrest took place on April 27, 2026, in Barangay Guinhalaran, Silay City, Negros Occidental. Officers moved in under an operation they identified as Coplan “Hook 5,” carried out by the Silay City Police Station under the Negros Occidental Police Provincial Office.

Police identified the suspect by his alias, Ed, 43, a resident of Purok Paglaum in Barangay Guinhalaran. The arrest was made through multiple warrants of arrest, according to PRO-NIR. The warrants involve four counts of statutory rape, with no bail recommended.

PRO-NIR Public Information Office chief Lieutenant Colonel Joem Malong said the arrest followed alleged sexual abuse of a minor.. She added that the incident allegedly occurred while the child was playing with the suspect’s daughter.. After the operation, the suspect was brought to and is currently detained at the custodial facility of the Silay City Police Station.

The case comes amid broader efforts by PRO-NIR to find and arrest fugitives, particularly those with pending warrants.. Operations like Coplan “Hook 5” are designed to bring together intelligence and field action, aiming to reduce the time between suspicion and arrest—something that can be crucial when a case involves alleged harm to a child.

For families in the community, the arrest can feel like more than a police win; it can also mean a return of safety and stability, especially when the accusation centers on a minor.. The alleged scenario—an opportunity that reportedly arose during play within a home setting—raises the kind of real-world concern that keeps parents and guardians alert, even in familiar places.

Analysts often point out that child-victim cases are emotionally and legally sensitive, so the speed of enforcement and the clarity of the case file matter.. PRO-NIR said the arrest demonstrates an aggressive and unrelenting drive against fugitives, emphasizing sustained manhunt efforts and decisive action to achieve swift results.

There is also a practical dimension to the enforcement message. By publicly stating that the accused was arrested based on multiple warrants and that bail is not recommended, authorities signal that they view the alleged offenses as serious and warrant strict handling through the legal process.

Looking ahead, the focus will likely shift to what happens after detention—how the case proceeds through court and how evidence and testimonies are presented.. For now, PRO-NIR said intensified operations will continue, with the goal of running down wanted persons and ensuring they face justice without an extended period of hiding.
