Horvath. a former West Hollywood city councilmember. first won the supervisor seat after advancing from a crowded 2022 primary to the general election. where she prevailed against her opponents.. As a supervisor. she helped lead major changes to county governance. including a voter-approved overhaul that reshaped how the Board of Supervisors functions.. That shift is now setting the stage for how District 3 residents will judge her record and the direction of county policy.
Measure G. approved by voters in 2024. is intended to expand the Board and establish a new elected chief executive role. alongside an independent ethics commission.. But the measure also created complications by eliminating funding tied to Measure J. which had supported anti-incarceration programs. leaving county leaders searching for alternatives.
This is why the race matters: voters are not only choosing a representative, they are also evaluating how well county institutions adapt when new reforms collide with program funding realities.
Among Horvath’s challengers. Tonia Arey. a real estate agent. says she entered public life out of concern about the direction of Los Angeles County and a focus on stronger accountability.. Her campaign emphasizes public safety, including law enforcement, fire and probation, emergency preparedness, and confronting antisemitism.
Tomás Sidenfaden. a software developer and startup founder who has lived in Los Angeles for nearly three decades. frames his run around a desire for action.. He argues that his family’s long ties to the region reflect a broader frustration with waiting for others to solve local problems. though he has not centered his message on a single issue.
The third challenger, Carmenlina Minasova, is a reform advocate based in the San Fernando Valley. Misryoum did not receive a response for comment, but her presence in the race signals continued interest in government reform and policy change.
At the same time. the race unfolds as county governance evolves. with residents likely to scrutinize how leaders manage competing priorities under the new structure.. In this context. District 3 voters will be weighing not just personalities. but also whether promised accountability and public safety improvements can be delivered while the county navigates funding and program transitions.
