Indian Sugar Stocks Decline After Government Halts Ethanol Diversion

Indian sugar company stocks slid during early trading on Monday following a government directive ordering oil marketing companies to reduce sugar diversion for ethanol production to zero for the 2026/27 supply year. The policy shift immediately impacted major domestic producers, causing shares to drop across the sector as markets reacted to the sudden regulatory change.

The administration’s latest ethanol tender explicitly excludes supplies produced from sugarcane juice, sugar syrup, and B-heavy molasses, which is a sugar-rich by-product generated during cane crushing. As a result of this restriction, prominent sugar producers including Balrampur Chini Mills, EID Parry, Triveni Engineering and Industries, Bajaj Hindusthan Sugar, Shree Renuka, and Dhampur Sugar experienced losses ranging between 2% and 6% during morning trade.

Market analysts noted that the regulatory mandate significantly restricts the operational flexibility of these companies. Producers previously held the ability to shift cane and molasses between sugar production and ethanol manufacturing depending on prevailing market conditions. By removing this option, the government’s directive threatens to weaken corporate profit margins and diminish the expected returns on capital investments previously poured into ethanol-capacity expansion.

The primary driver behind the policy decision is the government’s stated objective to increase domestic sugar availability and cool record-high prices within the country, which remains the world’s largest consumer of sugar. Domestic sugar prices have climbed by more than 10% during the current festive season, generating heightened concern among officials regarding near-term food price pressures just ahead of the main cane crushing season.

Financial sector researchers pointed out that the abrupt policy turn reflects a broader governmental priority focused on protecting domestic food supplies. These concerns have been compounded by apprehensions that weak rainfall across key agricultural producing states could curb overall cane output, leaving officials with little room to absorb supply shocks while consumer food inflation remains a sensitive economic issue.
