A major shift inside Ukraine’s armed forces is being set in motion: President Volodymyr Zelensky has announced the start of an army reform for the Armed Forces of Ukraine.

In a post shared on Friday, Misryoum reports that Zelensky said key directions of the reform were agreed during April, with further details planned for May. According to him, the reform is expected to begin in June, and the first outcomes should be visible already that month.

The focus, Zelensky said, includes financial support for soldiers, sergeants, and commanders of the country’s defense forces. He described the goal as a noticeable increase in pay, linking it to principles of fairness and tying payments to real combat and management experience.

How reforms are staged matters. If the timeline is followed, the changes can affect not only budgets, but also how personnel view incentives and retention during ongoing operations.

Zelensky also stressed that particular attention should be given to infantry. At the same time, he did not specify where the additional funding would come from.

Meanwhile, the president indicated that approaches to manning units and managing personnel would be adjusted as part of the reform. He instructed strengthening the contract system in the defense forces, with the aim of expanding the share of contract service and creating service timelines.

In addition, Misryoum says Zelensky pointed to the possibility, starting this year, of a step-by-step discharge from service for those mobilized earlier, based on clear time-based criteria.

Another reform goal, he implied, is to align payments and responsibilities with performance on the front line and in command. If implemented carefully, this could reshape both everyday incentives and longer-term career expectations for service members.

At the end, Zelensky also referenced broader defense steps, noting that he had previously announced an export drive for weapons to international markets. Misryoum frames the army reform as a parallel effort, with June positioned as the first checkpoint for visible results.
