Ukrainian President Zelenskyy Set for Surprise Berlin Visit, Merz Says

Ukrainian President Volodymyr Zelenskyy is scheduled to make an unannounced visit to Berlin on Tuesday for high-level discussions with German Chancellor Friedrich Merz, according to the German leader. The diplomatic engagement comes as Kyiv urgently pushes European allies for heightened military protection against escalating Russian ballistic strikes alongside substantial financial commitments for the coming year.
Chancellor Merz revealed the upcoming visit during an address to Berlin’s Chamber of Commerce and Industry, stating that he anticipates meeting the Ukrainian leader around midday. The diplomatic itinerary had been kept strictly confidential prior to the announcement due to ongoing security precautions.
At the center of the agenda are pressing military and financial support mechanisms. Ukraine is actively seeking additional interceptor missiles for advanced air defense architectures, including the American-manufactured Patriot systems. Berlin has previously maintained that it has already delivered the Patriot hardware it can afford to part with without compromising its own national defense capabilities.
Financial discussions are expected to feature prominently during the talks, building upon previous appeals made by President Zelenskyy during an European Union summit in October. At that time, Kyiv formally requested that European governments provide an additional €70 billion in funding for the upcoming year. Mechanisms for raising these substantial sums are slated for broader debate at future EU gatherings as member states navigate the bloc’s long-term budgetary framework.
Beyond bilateral talks in Berlin, the German government is also preparing to host a wider summit later this month. That gathering will bring together international nations that support Ukraine to coordinate further assistance strategies as the region faces the winter months.
Reporting on this developing visit continues as officials prepare for the Tuesday meetings.
