OCI card applications are getting a faster, more digital pathway, with new rules allowing online submissions for both inclusion and renunciation.
Misryoum says the Union home ministry has notified an amendment to the Citizenship Act that enables applicants to apply electronically for Overseas Citizen of India (OCI) cards through a designated online portal.. The change covers registrations related to inclusion as well as declarations for renunciation, with submissions handled through the digital process.

The notified rule specifies that online applications for OCI registration under the relevant section must be made in a prescribed form through the portal. It also removes the need to submit duplicate certificates that were previously required, aiming to streamline documentation for applicants.
Misryoum further notes that once an applicant is processed, OCI cards may be issued either in physical form or as an electronic registration that contains the relevant details. The authorities will keep records of those registered as OCI in electronic form as part of the new workflow.
For renunciation. a declaration has to be made electronically on the designated portal to the relevant Indian missions or posts. or to the concerned regional registration officers.. If the OCI card was issued in physical form. Misryoum says the original card must be surrendered. with authorities providing an acknowledgment.. When registration is cancelled, the person will be required to deliver the card in original as part of the process.

The amendment also addresses applications involving minors.. Misryoum reports that a minor can be included as an OCI cardholder. but with a specific condition: the minor cannot hold a passport of any other country while also holding an Indian passport.. Additionally. there is a requirement for consent to share biometric information captured for OCI registration whenever an application is submitted under a fast-track programme.
The new framework also includes provisions for people seeking a revision or review in certain situations.. Misryoum says the amendment clarifies that such applications should be disposed of by a higher authority than the one originally specified for disposal. and that review requests related to citizenship by naturalisation are to be handled by the central government after giving the affected person a reasonable opportunity to present their case.
