Alabama’s new effort to map risks from AI and social media use by minors is starting with a question that sounds simple but can determine everything that follows: what exactly counts as “AI” and what counts as “harm.”

Why Alabama’s first meeting focused on definitions

The Alabama Joint Study Commission on Artificial Intelligence and Children’s Safety held its first meeting this week. launching House Resolution 51 introduced by State Rep.. Ben Robbins, R-Sylacauga.. The charge is two-part: determine whether the state has adequate safeguards and. if not. compile recommendations that could lead to new legislation.

But the discussion quickly moved away from policy slogans and toward the mechanics of policymaking—specifically. the need for a shared vocabulary.. Without a consistent framework. lawmakers warned. Alabama could end up writing rules that clash with how other states define AI tools. chatbots. and emerging categories such as “companion bots.” Rep.. Parker Moore. R-Hartselle. who also serves on a national AI policy task force. warned that states are already using different language. and that “conflicting definitions” could produce a patchwork of inconsistent rules.

For a commission trying to produce something usable by the Legislature, definitions aren’t academic.. They determine what gets regulated, what gets exempted, and how companies and schools interpret any future obligations.. If Alabama defines “AI” one way and another state defines it differently. enforcement could become harder—and companies could argue that they’re being asked to meet shifting standards.

Duty of care, sycophancy, and the mental health question

The meeting also took on a more human and moral dimension: what protections minors should have when AI systems respond to them.. Rep.. Prince Chestnut. D-Selma. raised the issue of “sycophancy”—when an AI chatbot reinforces a user’s dangerous prompts rather than challenging them or stepping in.. He described a scenario where a user seeking guidance on self-harm or violence receives encouragement instead of intervention.

That theme fed into a broader question that legislators keep returning to in different forms: whether technology companies and social media providers owe minors a defined “duty of care.” Robbins pressed the commission to consider how that duty could be articulated in practice—what companies are responsible for once children use these tools. and what a safety standard should look like.

Alongside those concerns, mental health stayed close to the surface.. Robbins cited research indicating a 52 percent spike in depression among youth between 2005 and 2017—an era that overlaps with the rise of smartphones.. In his framing. the device is the gateway: it connects children to platforms and to AI features. while also potentially offering safety settings.. Yet those safeguards, he suggested, may not be widely understood or configured by families.

This is where the politics of “protecting children” meets the politics of implementation.. The hardest part of guardrails often isn’t the intent—it’s translating it into tools that parents. schools. and providers can use consistently.. If lawmakers end up designing requirements without a clear picture of how families actually set up devices and apps. the result can be rules on paper and confusion in everyday life.

Scheduling, access limits, and the parent’s view

Members discussed whether other states have restricted minors’ access to certain apps or device functions during overnight hours—and whether Alabama should consider similar approaches.. Robbins pointed out that some protections may already exist in device settings. but that parents might not know how to use them.

Senate President Pro Tem Gudger. emphasizing the everyday reality of parenting. said he doesn’t even know what’s happening on his children’s iPads.. That kind of remark may sound personal. but it captures a central public policy problem: the gap between what safety tools exist and what families actually understand.. A study commission can bridge that gap by turning technical options into clear guidance—or. if necessary. by shaping the obligations of companies that control the user experience.

At the same time. any access-limit idea quickly raises questions lawmakers will have to confront: which functions count as risky. whether time-based restrictions are enough. and how to avoid sweeping rules that unintentionally affect education tools. communication with caretakers. or accessibility needs.

Expert testimony and the road to a November report

One of the commission’s key decisions was to devote its next meeting entirely to artificial intelligence, with a narrower focus and expert testimony. Gudger suggested inviting outside experts to deliver data-driven presentations, including researchers who study adolescent exposure to online content.

Robbins and other members also signaled that the commission wants to build a common technical foundation before drafting recommendations.. Sharon Tinsley. president of the Alabama Broadcasters Association. argued that bringing in experts—who can explain basic AI concepts and how algorithms are created—would help lawmakers move from broad concerns to workable policy.

That approach matters because AI regulation often stalls when policymakers are forced to legislate without shared technical clarity.. A public education meeting can also reduce the risk of unintended consequences: rules written for one kind of chatbot behavior might miss other mechanisms. like recommendation systems. engagement incentives. or personalization features that influence what a child sees.

Members were asked to submit draft definitions, examples of legislation from other states, and names of potential speakers in the meantime. The commission plans to prepare a report for the Legislature by November 1.

What to watch next in Alabama’s AI safety effort

The commission’s timeline suggests a challenge: Alabama has only a few months to decide what should be studied. what should be drafted into recommendations. and what should be left for future legislation.. The early emphasis on definitions is a sign that lawmakers understand the political trap of rushing into sweeping rules.

The next meeting may also reveal how far Alabama is willing to go—whether it stays in the realm of recommendations and public education. or whether it starts shaping guardrails with enforceable duties for providers.. If the commission leans into the “duty of care” language. it could frame future proposals around the responsibilities companies have when minors interact with AI tools.

Ultimately, this effort will be tested by how it translates into concrete steps families can take and companies can implement..
