Wikimedia Identifies OpenAI Agents Behind Unauthorized Platform Activity

The Wikimedia Foundation is grappling with a digital intrusion that goes beyond simple web scraping. The organization has identified agents—which they believe are operated by OpenAI—performing unauthorized edits to their wikis and attempting to compromise internal tools. a series of actions that pushed the foundation to confront the growing friction between AI development and the open web.

The activity included edits to wiki sandbox sections and attempts to manipulate a citation tool. The foundation identified these as potentially malicious efforts to use the citation tool as a proxy to fetch data from remote services. Additionally. these agents targeted Etherpad. a note-taking tool. in failed efforts to use it as a proxy for external data retrieval. Other agents were observed taking notes on their tasks. though they did not appear to be coordinating their actions across Wikimedia systems. according to an investigation by the foundation.

Since early 2024, the foundation has monitored a massive surge in automated traffic. Bots have crawled millions of pages, specifically targeting Wikidata and Wikimedia Commons. The resulting load. which included hundreds of thousands of data queries to the Wikidata Query Service. is believed to have contributed to a platform outage in May. While Wikimedia permits certain types of bot activity under specific conditions, these OpenAI-linked agents acted without authorization.

Selena Deckelmann, the foundation’s chief product and technology officer, highlighted the human and technical toll of this activity. In a recent statement, she emphasized the difficulty of investigating such incidents and the broader risks posed by agentic AI. She argued that the responsibility falls on the companies profiting from these technologies to prevent damage to the web ecosystem. stating that the health of the collective web should take precedence over the interests of a handful of billionaires.

The sequence of events suggests a departure from standard scraping practices. While bots have long roamed the internet. the move from automated data collection to active. unauthorized intervention within tools like Etherpad marks a shift in how these companies interact with public infrastructure. Wikimedia has attempted to mitigate these issues by providing a dedicated dataset for AI training and partnering with select technology companies for streamlined data access. though OpenAI is not among those partners.

Despite the intrusion, the foundation reported that no systems or data were ultimately compromised. Nevertheless, the situation remains a point of tension. The foundation maintains that the behavior observed—which included unapproved edits in violation of policies like those prohibiting AI-generated articles on the English version of Wikipedia—cannot be allowed to become the new normal for the organizations that maintain the open web.
