Teen Arrested After Fatal Shooting at California Halloween Store

A 17-year-old boy has been arrested in connection with a shooting at a San Francisco Bay Area holiday store that left a pregnant woman dead and six others injured as families shopped for last-minute supplies.
The Fairfield Police Department arrested the teenage suspect on Monday following the Friday evening violence inside a Spirit Halloween location at the Solano Town Center. Authorities withheld the teen’s identity because he is a minor, but police disclosed that he is a resident of Suisun City and previously had been arrested, sentenced, and released in connection with a separate after-hours shooting in a local high school parking lot in 2025.

The gunfire claimed the life of 31-year-old Constance Hages and wounded six other individuals. Michelle Belyea, a spokesperson for the Fairfield Police Department, stated during a Monday news conference that one of the injured victims remained in critical condition as of Sunday.
According to investigators, the suspect entered the retail store at approximately 8:30 p.m., spotted another customer who investigators believe was his intended target, drew a firearm, and discharged multiple rounds. The barrage struck seven people in total. The gunman fled the scene within minutes, coinciding with the arrival of police officers.

Law enforcement officials identified the suspect within hours of the initial 911 emergency call. A Fairfield police school resource officer reviewed store surveillance footage, recognized the teen as a former student, and forwarded the information to detectives. Officers subsequently took the suspect into custody at a residence in Suisun City on Monday.
The minor faces pending charges of murder and attempted murder. The Solano County district attorney’s office did not immediately respond to a request for comment regarding the case late Monday.

“Although an arrest has been made, our work is not over,” the Fairfield Police Department said in a statement. “The criminal justice process will now move forward, and we remain committed to ensuring accountability for the lives impacted by this senseless act of violence.”
The shooting erupted as shoppers gathered for seasonal purchases, sending a crowd “running and screaming” out into the parking lot. Daniela Seabra Rios recounted in a text message that she and her son were waiting inside a parked car across from the store when she observed a sea of fleeing people. She and her son dropped to the floorboards of their vehicle and remained there until law enforcement secured the area.

Chara Brazley, a resident of Santa Rosa, described receiving a frantic telephone call from her 24-year-old daughter, an employee at an Ulta Beauty store within the same shopping center. Her daughter reported hearing multiple loud gunshots as staff members prepared to close for the night. Brazley noted that her family had frequented the mall for decades without ever encountering such violence.
