Memphis City Hall Erupts Over Musk’s Expanding Data Footprint

A volatile Memphis City Council meeting ended in chaos as residents confronted the city’s growing data center footprint, with officials trading jabs over Elon Musk’s influence.

The shouting began long before the gavel dropped, but by the time the council voted 7-5 to postpone a decision on a proposed data center moratorium, the Memphis City Hall had descended into chaos.

Roughly 200 residents crowded the chamber on Tuesday. many clutching signs that demanded. “pause data centers” and “people over billionaires.” As council members were ushered out. the scene shifted from political debate to physical confrontation; a brawl broke out between two individuals in the lobby. while elsewhere. a protester wielded a bullhorn. leading the room in chants: “ain’t no power like the power of the people.”.

Earlier in the evening, Councilman JB Smiley Jr. had asked those who supported the 12-month moratorium to stand. Almost every person in the room rose. The tension was fueled by the rapid expansion of Elon Musk’s industrial footprint in the area. His rocket and AI company. SpaceX—which acquired xAI earlier this year—already operates two massive data facilities in Memphis and is currently developing a third.

The municipal gridlock revealed a sharp divide among city leaders regarding that growth. Councilwoman Jerri Green. who serves as the Democratic nominee for Tennessee governor. voted against the delay. arguing that the city was failing its citizens. “That is the whole point of the moratorium—is for us to take a pause to get the community input. which was overlooked completely by Elon Musk and xAI when they came in. ” Green said to an approving roar from the audience. She pointed to other locales across the country that have already implemented similar pauses to mitigate the harm caused by such massive developments.

Other council members framed the crisis as a failure of local foresight. Councilwoman Rhonda Logan, who voted to postpone, argued that existing zoning laws had left residents defenseless. “We do not have safeguards to protect our people,” Logan said. “If you don’t address your zoning and determine where you want things in your city. you’re always going to be vulnerable to those that have money and power and can come in and do what they want to.”.

The presence of such a massive. rapid-fire industrial investment has created an environment where the city’s standard regulatory tools feel outmatched. Councilwoman Yolanda Cooper-Sutton. who also voted to postpone. issued a stark warning to her colleagues about the scale of the challenge. “You better be careful because you’re dealing with a trillionaire in this city that’s here right now. ” Cooper-Sutton said. adding. “There was more money going out than was coming in when xAI was here.”.

SpaceX did not immediately respond to a request for comment. As the meeting closed under heavy police presence, the uncertainty remained: the council is expected to revisit the moratorium vote on October 20.
