France Offers Black Sea Security Help as Romanian Parliament Prepares for Cabinet Vote

France has offered equipment to help ensure Black Sea security, while Romanian lawmakers prepare for an investiture vote on a new government.

France has offered to help Romania with equipment to ensure security in the Black Sea, President Nicușor Dan announced following an EU summit in Brussels. The offer comes as commercial vessels in the Black Sea increasingly face drone targeting, prompting Bucharest to seek support from allies just as it did regarding Danube security incidents. President Dan noted that the upcoming SAFE program will eventually provide permanent protection in the region once contracts are finalized.

Meanwhile, the proposed cabinet ministers put forward by Prime Minister-designate Luca Niculescu face hearings before parliamentary committees ahead of a Tuesday investiture vote in Bucharest. Out of 17 proposed ministers, 11 belong to the Social Democratic Party and six are independents. The new government is expected to surpass the required 233 votes with backing from the Liberal party, the Democratic Union of Ethnic Hungarians, the national minorities group, and the United for Romania group, while the Save Romania Union and Alliance for the Union of Romanians will not support it.

In defense developments, the Ministry of Defence announced that two drones entering national airspace were shot down over territorial waters after radar systems detected targets east of Snake Island. F-16 aircraft of the Romanian Air Force were scrambled in response, while Spanish F-18 jets were deployed following a separate target detected moving toward Tulcea County from Ukrainian territory, though no further incursions occurred.

On the economic front, the Ministry of Finance stated that Romania still awaits 6.43 billion euros in National Recovery and Resilience Plan funding, which remains crucial for meeting budget deficit targets. A decision from the European Commission regarding the fifth and sixth payment requests is expected by November 20, while unapproved project expenditures will otherwise fall on the national budget.
