FCC Moves to Reshape Wireless Skies and Drone Networks

FCC direct-to-device – The FCC is preparing a vote on three major policy changes, including mid-band spectrum auctions and expanded drone access to the 800MHz band, as the race for direct-to-device connectivity heats up.

The Federal Communications Commission is preparing to shift the ground under the wireless industry. With a vote scheduled for later this month, the agency has unveiled three distinct rule changes that could redraw the map for satellite-based cellular services and unmanned aerial vehicles.

The agency is prioritizing a massive overhaul of its direct-to-device (D2D) framework. By attempting to foster flexible business arrangements between terrestrial and satellite operators. the FCC is signaling an aggressive push toward a hybrid future. To support this, they have proposed the auction of 25 megahertz of mid-band spectrum. This space is intended for flexible-use terrestrial networks. specialized D2D operations. or a combination of both—a high-stakes target for companies like Amazon looking to enter the satellite-cellular market.

The timing aligns with an already crowded orbital landscape. Just yesterday, the FCC cleared SpaceX to deploy a system of 15,000 satellites operating at an altitude of 330km. This expansion sits alongside the company’s existing fleet of more than 11. 000 Starlink satellites and its separate. ongoing effort to establish a network of orbital data centers for artificial intelligence processing.

Beyond satellite-to-phone connectivity, the agency is looking to the 800MHz cellular band. The third proposal would allow drones to operate within this frequency. opening up 50 megahertz of space that was previously off-limits to unmanned aerial vehicles. This move comes after a year of heightened regulatory scrutiny. as the FCC has actively restricted drones it classifies as security risks. specifically targeting units equipped with LiDAR or those constructed with foreign-made parts.

These proposals represent a clear trajectory: the FCC is moving to centralize control over both the high-altitude infrastructure providing mobile coverage and the low-altitude hardware patrolling the skies. Whether these auctions and frequency openings will balance the scales between established giants like SpaceX and emerging competitors remains the central question for the industry as the vote approaches.
