Arlington County Sues to Halt Trump’s Memorial Arch Project

Arlington County has launched a legal challenge against the construction of a 250-foot arch at Memorial Circle, alleging the federal approval process has been rushed and lacks proper environmental oversight.

The tension over the proposed 250-foot Triumphal Arch reached a breaking point Thursday when the Arlington County Board filed a federal lawsuit to halt construction at Memorial Circle. It marks the first time a governmental body has formally challenged the project. signaling a widening rift between local authorities and the federal government over the site’s future.

Filed in the Eastern District of Virginia. the complaint alleges that the National Park Service is moving with a “feverish pace” to bypass necessary reviews. The board claims the agency’s stated commitment to a routine decisional process is a pretext. designed instead to satisfy the president’s repeated marching orders rather than addressing the long-term impact on the community.

“The Arlington County Board has filed this lawsuit because our community has the most to lose from this egregious and unlawful proposed project. ” said Board Chair Matt de Ferranti. He noted that the county’s warnings regarding the “severe. unique. and wide-ranging negative impacts” of the arch have been consistently ignored throughout the review process.

The project has faced mounting scrutiny beyond local opposition. Just one day before the filing. Association of Flight Attendants-CWA President Sara Nelson publicly voiced alarm over the arch’s design. which includes plans for a military complex equipped to host drones. snipers. and ammunition storage. Nelson pointed to unresolved safety concerns stemming from a deadly January 2025 crash over the Potomac River that claimed 67 lives.

While the U.S. Commission of Fine Arts—whose members were all appointed by the president—granted the project early approval. the legal landscape is growing increasingly complex. A separate federal lawsuit filed in Washington. D.C. by three veterans and an architectural historian argues that the project requires explicit Congressional approval before breaking ground. Arlington County is now seeking representation from the legal advocacy group Democracy Forward to ensure the National Environmental Policy Act is followed and that rigorous testing is conducted.

The push for the arch is part of a broader shift in the capital’s landscape as the administration seeks to overhaul several public sites. ranging from the renovation of historic golf courses to threats of demolition at the John F. Kennedy Center for the Performing Arts. As of Thursday, the White House and the Interior Department have not responded to requests for comment regarding the litigation.
