Rubio Assures Zelensky in Phone Call That Trump Has Issued No Order to Harm Ukraine

Secretary of State Marco Rubio held a 45-minute telephone conversation with Ukrainian President Volodymyr Zelensky on Tuesday in an effort to de-escalate growing diplomatic friction between Washington and Kyiv. The outreach was designed to push back against Ukrainian accusations that the Trump administration is attempting to coerce Zelensky into making territorial or political concessions to Russia.

The high-stakes call took place just hours before a fresh round of diplomatic peace talks scheduled in Oslo, Norway. White House envoy Steve Witkoff arrived in Oslo on Tuesday to meet with Zelensky and various European leaders, including Norwegian Prime Minister Jonas Gahr Støre, Finnish President Alexander Stubb, representatives from the E4 nations encompassing the United Kingdom, France, Germany, and Poland, as well as officials from the European Union and NATO. Following the discussions in Norway, Witkoff plans to travel directly to Moscow to meet with Russian President Vladimir Putin to present updated peace proposals formulated in consultation with Ukrainian and European allies.

The diplomatic crisis that prompted Tuesday’s call erupted 10 days prior, when President Trump announced a diesel deal with Russia simultaneously while U.S. envoys were engaged in direct negotiations with Ukrainian officials in Miami. The friction deepened on Monday when Zelensky lobbied a bipartisan delegation of U.S. senators, urging them to pressure the White House to lift what he described as ongoing restrictions on weapons supplies and intelligence sharing.

Speaking to reporters following the phone conversation, Rubio detailed the reassurances he provided to the Ukrainian leader. He stated that he explicitly clarified that the Pentagon has enacted no changes regarding weapons sales, intelligence sharing, or operational restrictions concerning the Starshield satellite system. No change was ordered, Rubio emphasized, noting that it is not true that access was restricted.

Addressing specific logistical concerns raised by Kyiv, Rubio acknowledged that there could be delays in delivering Patriot missile interceptors that have already been purchased by NATO countries. He explained that these delays stem from a necessary military assessment to ensure the United States maintains adequate defensive supplies to protect its own military bases globally. Nothing is being deliberately denied, Rubio said, explaining that the administration must constantly balance obligations to international partners against domestic security needs without any deliberate political directive to harm Ukraine.

Rubio also addressed recent instances where Ukraine reportedly failed to receive advance warning regarding incoming Russian ballistic missile attacks, attributing those failures to technical glitches rather than any intentional U.S. order.

While acknowledging existing diplomatic strains, Rubio described President Trump as angry and frustrated over the lack of substantial progress in peace negotiations between Russia and Ukraine after two years of continuous conflict. The president is responding to the insinuation that he is doing things to deliberately harm Ukraine, Rubio said, adding that such characterizations are unfair and untrue.

Following the conversation, Zelensky took to the social media platform X to express his perspective on the exchange, stating that he was grateful for Rubio’s readiness to help and his clear position. Zelensky reiterated that Ukraine urgently requires ballistic missile interceptors and early warning capabilities to protect its civilian population, while also emphasizing that the situation regarding Starlink and Starshield needs to be fully restored.
