Trump Blocks New Russia Sanctions Days Before Scheduled Implementation

President Trump has issued an order suspending new sanctions against Russia that were scheduled to take effect, citing national interests.
President Trump has blocked a package of new sanctions against Russia just days before they were scheduled to take effect, issuing an order to suspend their implementation. The legislation was originally designed to increase economic pressure on Moscow over its invasion of Ukraine by targeting Russian officials, financial institutions, and a shadow fleet of tankers used to transport oil.
The suspended measures also authorized tariffs of up to 100 per cent on goods imported from major purchasers of Russian oil and natural gas, such as China and India. The new restrictions were scheduled to take effect on Sunday, 18 October, but Trump’s order delays them until the administration determines further action is appropriate. In the order, Trump stated that he submitted a certification to Congress declaring that issuing the waiver serves the national interests of the United States.

The decision stems from concerns that additional restrictions on Russian energy exports could drive global oil prices higher ahead of the upcoming US midterm elections. Energy costs have already risen sharply amid the ongoing US-Israeli conflict with Iran, placing political pressure on the administration. Kirill Dmitriev, an investment envoy for Russian President Vladimir Putin, welcomed the move and described the suspension as an important and historic moment that prevents severe damage to international markets.
In Washington, Democratic Representative Don Beyer criticized the decision, stating in a release that the move undermines congressional efforts, betrays Ukrainian partners, and defies intent to punish Russia for its military actions. The suspension follows a separate decision to ease restrictions on Russian diesel exports to lower fuel prices, which also drew criticism from US lawmakers and Ukrainian President Volodymyr Zelenskyy.
Relations between Washington and Kyiv have faced additional strain over Ukrainian attacks on Russian oil refineries and subsequent disputes regarding energy infrastructure strikes and communication systems. Trump criticized the refinery operations as a disgrace and renewed his criticism of Zelenskyy, while denying personally ordering restrictions on satellite communications used for drone operations.
