Keir Starmer is calling for his government to press on, even as pressure inside his own Labour Party mounts for him to step aside following days of turmoil after major local election losses.
In a defiant message delivered at the start of a weekly Cabinet meeting in London, the U.K.. prime minister said he takes responsibility for the outcome in last week’s elections but insisted he has no intention of resigning.. The comments came a day before Parliament is set to begin its state opening. when the government will present its legislative program for the coming year.
The unrest has accelerated over a stretch of “feverish” days in which Starmer’s political future has become a dominant topic within Labour.. While no Cabinet member has quit or publicly demanded that he step down. speculation has been steadily building about whether the ambitious health secretary. Wes Streeting. could bring Starmer a message that his time as leader is running out during a scheduled meeting on Wednesday.
Streeting is seen as having strong support within the parliamentary party, including among some lawmakers who resigned from Starmer’s government on Tuesday. Their departures have fueled comparisons to Boris Johnson’s 2022 downfall, when a wave of ministerial resignations helped force his exit.
The pressure has also spread through Labour’s ranks in more formal ways.. More than 100 members of Parliament signed a letter urging that “it was no time for a leadership contest. ” arguing against destabilizing leadership change.. At the same time, about 90 other lawmakers said Starmer should step down or at least publish a timetable for leaving.
Under Labour party rules, a leadership election cannot be triggered unless there is a clear challenge backed by party procedures.. Specifically. a fifth of lawmakers in the House of Commons—81 members—must publicly support a single candidate before a leadership contest can take place.. With no candidate currently mounting a direct challenge, a change in leader is not yet automatic.
The resignations on Tuesday marked the first visible break from the prime minister in the current wave of dissent. Miatta Fahnbulleh, the minister of housing, communities and local government, was the first to step down, urging Starmer “to do the right thing for the country.”
She was followed by Jess Phillips, the safeguarding minister and a well-known Labour figure.. In her resignation letter. Phillips said Starmer is “a good man fundamentally. ” but argued he has not been making the kind of bold changes she believed were necessary.. She also said she believed the party was failing to seize what she described as a rare opportunity with the urgency required.
Labour’s troubles reflect more than personal frustration with leadership. Despite the party’s historic July 2024 election win that swept the Conservatives from power, Labour’s public standing has fallen sharply, leaving Starmer to absorb much of the blame for the shift.
The report cited several drivers behind Labour’s loss of support: policy missteps. what critics describe as a lack of vision from the prime minister. a struggling British economy. and doubts about his judgment.. One issue that has continued to shadow Starmer is his decision to appoint Peter Mandelson as U.K.. ambassador to Washington, despite Mandelson’s ties to convicted sex offender Jeffrey Epstein.
As questions about leadership grew, Starmer told his Cabinet that there is an established process for removing a leader and that it had not been activated. He also warned that the past 48 hours of instability have had a “real economic cost” for the country and for families.
That sense of risk was also visible in markets on Tuesday.. The interest rate charged on British government bonds rose by more than the rates on comparable nations. a signal that investors view holding U.K.. government debt as increasingly risky.. For a government already under political strain. that kind of market reaction can heighten pressure and complicate the ability to govern steadily.
Even as ministers left Downing Street, some senior figures sought to steady the public narrative around Starmer.. Works and Pensions Secretary Pat McFadden said that no one publicly challenged Starmer during the meeting.. Business Secretary Peter Kyle later characterized Starmer’s leadership as “really steadfast.”
Starmer’s deputy. David Lammy. added another layer of message discipline. warning Labour lawmakers that the party’s focus on internal debate is helping the populist right more than anyone else.. He specifically pointed to Nigel Farage and Reform UK. urging colleagues to step back and “take a breath” rather than accelerate a leadership contest.
Outside the meeting, reporters pressed on another central figure in the unfolding drama: Streeting. He was among senior ministers who faced questions from the press, with shouted prompts about whether he wants to take over and public jabs about the situation.
Streeting is expected to meet Starmer early on Wednesday. ahead of King Charles III outlining the government’s program in Parliament.. That timing places the leadership conversation directly alongside the moment the government is scheduled to lay out its legislative priorities for the year. potentially setting the tone for how political uncertainty intersects with governing plans.
Beyond Streeting, two other names are frequently cited as potential successors.. One is Angela Rayner, the former deputy prime minister who resigned last year after an unpaid tax bill.. Rayner has previously positioned herself as a different kind of politician. emphasizing her personal background. including being brought up in social housing and leaving school at 16 after becoming a teen mother.
Another prominent figure sometimes mentioned is Andy Burnham, the mayor of Greater Manchester, who is widely viewed as one of the strongest contenders. However, he is not currently eligible for a Labour leadership race because he is not a member of Parliament.
To enter the contest, Burnham would need to secure a seat in the House of Commons and be elected.. That could require a close ally in the northwest of England to vacate their constituency for Burnham to run.. Even then. eligibility and outcomes are not guaranteed. and he could face obstacles similar to ones seen earlier this year. particularly if recent electoral results are a guide.
